The Kerala State Pollution Control Board (KSPCB) on January 13, 2026, issued Clarification on distance criteria for Cement products.
The Board had earlier mandated minimum distance norms of 25 meters from residences and other establishments and a 10-meter setback for units manufacturing Hollow Blocks, Solid Cement Bricks, and Interlock Cement Bricks (excluding interlock paving tiles).
Subsequently, the MoEF&CC and CPCB categorized cement products (without asbestos) such as pipes, pillars, jafri, well rings, blocks, and tiles with production capacity below 1 TPD under the White Category, which was adopted by the Board. As White Category units do not require distance criteria, the earlier distance norms prescribed for Hollow Block, Solid Cement Brick, and Interlock Cement Brick units with production capacity less than 1 TPD stand cancelled.
However, units manufacturing Hollow Blocks, Solid Cement Bricks, and Interlock Cement Bricks (excluding interlock paving tiles) with production capacity greater than or equal to 1 TPD must continue to follow the distance norms specified in the earlier circulars.
All other cement product units with production capacity greater than or equal to 1 TPD shall comply with the general distance criteria applicable to the Green Category, as per the circular dated August 09, 2004.
